There are many types of special service stamps-stamps that indicate a different kind of postal service than traditional, straight forward first class postage. Differing countries have differing attitudes towards special services and their stamps. Most countries issue stamps to distinguish Official postage or Newspapers or Postage Dues, but not all countries issue stamps for say, Marine Insurance, as Holland does. Initially, special services formed no part of stamp issuing- Rowland Hill’s initial plan called for only one special service stamp-an Official). By the latter part of the Nineteenth Century, the postal technology changes that stamps facilitated had made numerous different classes and types of service possible and users were clamoring for a way to send and account for valuable items sent through the mail. Registration was an innovation that allowed this and for the first time banks could send currency and people could send items of value through the mail. Cost of this service was steep, initially four times the first class postage rate in the United States. Canada had cheaper registration but issued several stamps as the amount of postage required depended on the value being sent. The scarcest Canadian registration stamp is the five cent blue and it is beautifully engraved stamp. Nice copies are rare.
